Testing Maintenance Assessment |
Fire protection facilities for buildings are important measures to ensure the fire protection safety of buildings and the safety of personnel evacuation, and are important constituents of modern buildings. The construction of fire protection facilities for buildings in economically developed countries is relatively mature. According to statistics from NFPA, in recent decades, for the fires occurring in buildings where fire protection facilities for buildings are installed in the United States, and the efficiency rate of fire protection facilities is as high as 96.1%, thereby having effectively ensured the safety of buildings. However, according to incomplete statistics from the Ministry of Public Security in 2010, among the over 400,000 buildings equipped with automatic fire protection facilities in China, the integrity rate of these fire protection facilities is only 30% to 40%. Due to the improper daily maintenance of fire protection facilities and the quality of fire protection products, the fire protection facilities in the buildings can neither effectively protect the buildings nor ensure the safe evacuation of personnel in the event of fire, which seem to exist in name only. |
1. Inspection According to the third point of Article 16 of the newly revised “Fire Protection Law”, “the fire protection facilities for buildings shall be completely tested at least once a year to ensure that they are intact and effective, and the inspection records shall be complete and accurate, and archived for reference”, which clarifies the necessity of annual testing of fire protection facilities for buildings. The fire protection facilities for buildings that have been put into use for one year or more must be comprehensively tested, and a detailed, objective, scientific, fair and true test report (book) must be issued as the basis for inspection and acceptance by the relevant fire supervision authority; and the corrective measures must be taken according to the test report (book), thereby eliminating fire hazards and fire accidents. |

2. Maintenance Fire protection facilities for buildings are the guarantee of normal production, work and life safety of each unit, and fire protection maintenance is the precondition and guarantee for the normal functioning of fire protection facilities for buildings. Therefore, fire protection facilities must be regularly repaired and maintained, and faults (if any) must be eliminated in time to ensure that fire protection facilities can operate normally, thereby giving full play to their effective safety pre-alarming function, preventing the national property from losses, and ensuring the safety of the people. The fire protection maintenance is divided into “daily maintenance” and “emergency maintenance”. The specialized maintenance is the sufficient and necessary condition for a well-run, safe and stable fire protection system. 3. Assessment In terms of the nature of the object, the fire safety assessment can be divided into the fire safety assessment of the building, the evaluation of the fire management system of the unit, the evaluation of the fire protection facilities and equipment of the unit, and the evaluation of the fire safety knowledge and skills of personnel. In terms of the different assessment sites, it can be divided into the fire safety assessment for social units, the fire safety assessment for industrial and mining enterprises, the fire safety assessment for public institutions and organizations, the fire safety assessment for public gathering places, etc. In terms of the importance of the assessment object or the different consequences of fire, it can be divided into the assessment for general social units and the assessment for units with high potential fire risk. |
