Project Management

       Matrix management is adopted for the engineering projects undertaken by Shanghai Sheng'an Construction Engineering (Group) Co., Ltd. The specialized department is set up by the company as one of the permanent organizations as well as one of the functional departments of itself, and it is the management and technical center for that specialty of the company; in course of the project implementation, specialists are dispatched to form a temporary project team consisting of project managers.

       After the project is won, the company appoints a project manager and forms a project team led by the project manager. The project manager establishes the organization and positions for project management according to the need of the project；the members of the project team are determined according to the scope, scale and complexity of the project, and are appointed by the relevant specialized/functional department; and the project manager consults with the specialized/functional department that manages the project during the relevant organizational process.During the project implementation process, the members of the project team recognize the dual leadership of both the project manager and the specialized/functional department, and also report to the project manager as well as the leader of the specialized/functional department. The project team is set up to effectively achieve the project objectives, and the project team should ensure that various tasks of the project will be effectively completed on time according to the indicators specified in the contract. The division of duties for each job position of the project team should be clear-cut.In the process of project implementation, according to the size and complexity of the project, similar job positions can by supervised by manage each other in accordance with the size and complexity of the project. The members of the project management team usually work in the same workplace, but this does not mean that all the staff members of the project management team work in the same workplace. . The members of the project management team are usually centralized, but this does not mean that all staff on the project must be centralized. Different degrees of matrix organization can be adopted according to the characteristics, scalesize, and nature of project as well as the and requirements of the owner. Whether working in the same workplace or in different workplaces, centralized or not, the principles of matrix management and the division of responsibilitieduties for members of the project team members remain unchanged.
